necessity, and the scheme as put forward is
considered the most satisfactory possible solution
of the difficulties at present experienced. I
would therefore repeat Sir Cecil Clementi's request
that I may receive your authority by cable to
submit the scheme to the Legislative Council for
its approval, and, subject to that approval, to
put the work in hand as early as possible.

Sir Cecil Clementi should be in England
by now and I would venture to suggest that he might
be consulted on this matter.
